In Panama we have something called Rights of Possession which means that untitled land can be sold.
Certain areas of Panama still belong to the Municipal Government, the Ministry of House and Agrarian Reform, and these lands are granted to people who can prove that they have been living on that land for a certain period of time.
These persons can sell land, but one must be sure that the names of the sellers and the pieces of land being sold are correctly identified. It’s very important as a potential investor that you know that the owner who is selling you untitled land has in fact been in possession of the land for the correct amount of time; if not, then the land cannot be sold to anyone.
Rights of Possession is not titled land, but it can be bought and sold. Land found along coastal areas or offshore islands is normally untitled land. You need legal advice in order to make sure that you are buying untitled land that can legally be transferred to you.
